LA’s Mobility Action Plan
The Mobility Action Plan, or MAP, is Los Angeles’ transportation investment blueprint. It helps the City bring together community priorities, adopted transportation goals, project needs, and limited resources into a clearer plan for future investments.
Los Angeles has many transportation needs, but limited funding, staffing, and delivery capacity. The MAP helps the City make clearer decisions about where transportation investments are most needed, how projects connect to adopted goals, and what should be considered for future funding and delivery.

The MAP focuses on transportation improvements that can make streets, sidewalks, transit stops, and bikeways safer, more comfortable, and easier to use. The examples below show the kinds of investments being considered as part of the MAP.
- Speed humps & other traffic calming elements
- Better quality sidewalks & crosswalks
- Extended time for crossing the street
- Brighter lighting & visibility on streets/transit stops
- Bike lanes & safer neighborhood streets for biking
- Better bus stops & shelters (seating, shade, lighting)
- Bus-only lanes to reduce delays from traffic
- Safe walkable connections to transit stops
- Street Repaving
The MAP will include two main planning tools:
5-Year Plan
A near-term list of transportation projects and programs that may be considered through future Citywide CIP and budget processes.
20-Year Transportation Strategy
A longer-term view of transportation needs that may require additional planning, funding, coordination, or project development.
The full MAP report will also include supporting information on programs, implementation recommendations, and future updates.
The MAP is being developed through community engagement, technical analysis, City department coordination, and advisory committee input.
The timeline below shows key steps in the process, including when LADOT listened to Angelenos, shared what was heard, and used that feedback to help refine the MAP.
- Fall 2024 – Launch Project
- Winter 2025 – Gather Data and Recruit Technical and Community Advisory Board Members
- Spring 2025 – Launch Technical and Community Advisory Boards, and Develop Engagement Plan
- Summer 2025 – Finalize Engagement Plan and Project Inventory
- Fall 2025 / Winter 2026 – Conduct Community Engagement and Prioritization
- Spring 2026 – Summarize community feedback and develop the Draft Mobility Action Plan
- Summer 2026 – Share Findings and MAP Next Steps
- We're Here! Late 2026/Early 2027 – Finalize MAP + Citywide CIP Release
LADOT is finalizing the MAP, including the 5-Year Plan, 20-Year Transportation Strategy, and recommendations to support implementation over time.
Once complete, the MAP will help guide the transportation portion of the Citywide Capital Infrastructure Program, or CIP, the City’s broader process for planning and coordinating major public investments. Future CIP and budget decisions will help determine how MAP priorities move forward.
