LADOT Prepares for Dodgers Home Opener

Dodger baseball is back! Tomorrow evening, the two-time defending World Series Champions Los Angeles Dodgers will take on the Arizona Diamondbacks in Elysian Park. For this and every home game this season, our LADOT teams are ready to make sure fans and visitors can get to the game safely while minimizing traffic impacts on the rest of the Echo Park neighborhood.

Go Metro to the game and take the Dodger Stadium Express! Each home game, LADOT sets up a dedicated bus lane on Sunset Boulevard to get riders to the game as quickly and safely as possible. Operated by Metro, the Dodger Stadium Express is free for all ticket holders, making it a convenient way to avoid traffic and high stadium parking costs. Shuttles run from and to Union Station and the South Bay before and after every home game. Learn more about the Dodger Stadium Express.

If you do drive, LADOT traffic control officers will be in the streets working to ensure a smooth flow of traffic to and from the stadium. Whether you’re arriving by foot or by car, make sure you obey all traffic officer instructions.

New Traffic Signal Coming to Ventura and Penfield

Last week, LADOT joined with Council District 3 and community partners to celebrate the groundbreaking of a new traffic signal at Ventura Boulevard and Penfield Avenue. This project is focused on improving safety and mobility for pedestrians, bicyclists, and motorists through the installation of protected left-turn phasing, new traffic signals, ADA-compliant curb ramps, and three new marked crosswalks. Construction is anticipated to be completed in Fall 2026, improving community access to nearby shops and restaurants.

Several times a year, LADOT celebrates excellence among members of its staff by identifying Outstanding Performers. These are team members who exemplify LADOT values by performing their duties with diligence, professionalism, and distinction. Here are LADOT’s recent Outstanding Performers:

Brian Connell - Signal System Electrician

Brian ConnellBrian Connell consistently goes above and beyond in managing traffic signal trouble calls, both in his role as Signal System Electrician as well as his current Acting Signal System Supervisor position out of Central Yard. Recently, Brian provided critical assistance in resolving repair issues concerning blank-out "No Left Turn" signs on the 4th Street Bridge. Instead of relying on delegation for repair of this non-standard equipment, he personally and proactively took ownership of the problem, going out of his way to ensure the signs were repaired and functioning correctly.

Brian’s hands-on approach ensured the construction project did not affect the safety and efficiency of the 4th Street Bridge reversible lane. This level of commitment is a hallmark of a truly dedicated and professional employee. Brian exhibits this professionalism and commitment daily, serving as an outstanding role model for the entire team.

Elizabeth Gutierrez - Management Analyst

Elizabeth GutierrezElizabeth Gutierrez is a Management Analyst in the Parking Enforcement and Traffic Control Division (PETC) with over 20 years of City service. Her role involves overseeing numerous critical functions, including contract review, division-wide budget control, management of citizen complaints, and tracking of PETC’s fleet vehicles and City-wide divisional traffic officer databases. Her dedication, technical acumen, and exceptional work ethic make her an invaluable member of the team.

Recently, Elizabeth organized and oversaw the installation of over 500 vehicle telematic modules for the PETC fleet, which provides vital information on the vehicle’s operation and helps improve driver safety. The successful completion of this project has made a significant positive impact on the daily operations, making PETC a safer and more efficient organization.      
 

Moy Khov - Management Analyst

Moy started her career with LADOT in 2016 as an Accountant, and brings that invaluable experience to her current role as a Management Analyst. Moy's resourcefulness and analytic skillset have proven instrumental in both saving jobs and preserving LADOT’s grant projects.

Moy demonstrated exceptional dedication and creativity in finding an alternative source of funding that saved multiple positions beyond the 38 slated for layoffs in the Capitol Projects division. The viable alternative funding source located by Moy provided a financial substitute in the millions. Her proactive effort demonstrated initiative, outstanding problem-solving skills, and a commitment to the well-being of the team. 

 

Shyreen Martin-Hancock - Management Analyst

Shyreen Martin HancockShyreen Martin-Hancock is a Management Analyst for the Parking Operations and Support team. Since joining the division, Shyreen has demonstrated exceptional leadership, teamwork, and dedication. As the lead of the Escalation Unit, she has significantly improved documentation and case management procedures. Notably, she established LADOT’s representation in Superior Court for citation-related cases. To achieve this, she collaborated with the City Attorney’s Office, Parking Enforcement and Traffic Control, and Parking Adjudication to identify specific violations requiring the department's presence in court.

Shyreen is an invaluable resource to the entire division, frequently providing guidance and support to other units. Additionally, she led the Coin Collection RFP project, a task she accepted enthusiastically. She is a great asset to the department and genuinely cares for the success of her team.

Andrew Peers - Management Analyst

Andrew PeersAndrew Peers is a key member of the Parking Meters Division, where he approaches complex operational challenges with insight and strategic thinking to deliver effective, sustainable outcomes. Andrew played a critical and instrumental role in the successful implementation of a Division-wide procurement database and the launch of an inventory management system to support the Department’s meter shop in managing all meter assets. These high-impact initiatives significantly streamlined internal processes, reduced redundancies, and improved data accuracy.

Highly adaptable and dependable, Andrew consistently excels at responding to shifting priorities and evolving operational demands while delivering results and maximizing the effective use of limited resources. His outstanding professionalism, dedication, and sustained contributions have had a meaningful and lasting positive impact on LADOT’s operations.

 

 

LADOT Activates New HAWK Signal

LADOT Activates New HAWK Signal

Last week, LADOT installed and activated a new Pedestrian Hybrid Beacon, also known as a HAWK signal, at the intersection of 87th Street and Figueroa Avenue, enhancing safety for residents of the Vermont Knolls neighborhood. This location is only a few blocks away from the Algin Sutton Recreation Center and the Manchester Avenue Elementary School, making it easier for the community to access these resources.

A HAWK signal remains dark until a pedestrian presses the button. Once activated, it flashes yellow before turning solid red, alerting drivers to stop and providing pedestrians with a protected time to cross.

Please join us to hear an updated presentation, learn about what we heard during engagement and the next steps for this project, and have an additional opportunity to provide input on the design of the project.
