Bike Lane Accelerated Safety Team(BLAST Launches on new San Vicente Protected Bike Lane

Last week, LADOT joined Mayor Garcetti to announce the Bike Lane Accelerated Safety Team (BLAST) program which will reduce the need for coordination between City departments by allowing LADOT to schedule resurfacing efforts based on its priorities to create a more connected and comprehensive bike lane network.

Resurfacing events often present the best opportunity to redesign streets and install new bicycle facilities. However, these facilities often require significant outreach, design, and planning. By allowing LADOT to determine the resurfacing schedule for streets designated for bicycle network and safety improvements, the City can ensure that design and outreach needs are met to establish larger more comprehensive projects to expand our city's bicycle facilities.

This process will:

• Analyze Pavement Condition Index (PCI) against High Injury Network Priority Corridors and Mobility Plan (BEN and BLN) corridors
• Develop a new Mobility Plan bike facilities program that carves out these priority corridors from the PPP to develop a 5-year work plan
• Provide future slurry seal solution for streets not on immediate DOT work plans
• Establish a coordination group with DOT and BSS and request assistance from BOE to help coordinate

This announcement took place on the recently completed San Vicente bike lane. This protected bike lane was over a decade in the making and involved significant outreach including multiple meetings with the 4 neighborhood councils within the project area, 3 homeowners associations, flyers sent to 3,500 households, and direct conversations with more than 1000 residents to build community support for this project.

Under the new BLAST program, LADOT will be able to pursue similar, large-scale bike lane projects to build a more comprehensive, connected bicycle network with robust community support.

City of LA Recommended to over $200 million in grants from the California Transportation Commission

LADOT is excited to announce that the City of LA is recommended to receive funding for 6 projects by the California Transportation Commission (CTC) with total grants valued at over $200 million! These projects will improve safety and active transportation conditions across LA from the San Fernando Valley to Downtown Los Angeles and the Harbor.

Last week, the CTC released staff recommendations for the Statewide and Small Urban and Rural components of the 2023 Active Transportation Program. The recommendations are available on their Active Transportation Program website. The website also includes lists of all application scores in score order and by county. The CTC received 434 project applications, totaling $3.1 billion in ATP funding requests and valued at approximately $4.3 billion. A multidisciplinary team consisting of 98 active transportation stakeholders evaluated the project applications based on the screening and evaluation criteria established in the CTC's adopted guidelines.

The LADOT recommended projects to receive funding include:

• Western Our Way
• Osborne Street Paths to Park
• LA River Greenway
• Skid Row Connectivity
• Wilmington Safe Streets
• Normandie Beautiful

Verdugo Speed Tables Installation

This past week, LADOT collaborated with Council District 13 to install speed tables along Verdugo Road as part of the Neighborhood Service Enhancement and the Department's efforts to increase safety through a variety of safety measures that support safe speeds to be observed throughout our communities.

Reentry Resource Fair Supported by LADOT

The Mayor’s Office of Economic Opportunity in partnership with the Watts Labor Community Action Community (WLCAC) hosted a Reentry Resource Fair on Wednesday, October 26th from 10 AM to 2 PM at 10950 S. Central Ave., Los Angeles, CA 90059.

The goal is to provide legal, health, employment, and housing resources and information available to formerly incarcerated and system-impacted community members. LADOT Community Assistant Parking Program provided assistance to motorists experiencing homelessness, and newly transition housing in need of assistance with parking citations. CAPP was able to assist several motorists and connect to new potential service providers. The event was attended by Rose Marie Dymally, Cordelia Willams, and Richard Crummit of the CAPP team (pictured above).

Final Chance For South LA Residents To Apply For The Mobility Wallet 

Time is winding down for South LA residents to apply for LADOT's Mobility Wallet Pilot program. As part of LADOT's South LA Universal Basic Mobility pilot program, the City Of Los Angeles and Metro are offering South L.A resident a chance to receive $150 per month for transportation costs. The Mobility Wallet Pilot Program accepting applications for the program which will ultimately provide subsidies for 1000 people that meet the eligibility criteria. Program participants will receive a prepaid debit card to be used to buy fare on public transit (bus or train) and other shared transit options including e-scooters, bikes, carshare, ride-hailing and taxis.

To be eligible you must: 

• Be 18 years of age or older
• Live in the South Los Angeles area outlined by the program 
• Meet the program’s household annual income requirement. 

Applications will be accepted until Nov 15, 2022. Metro will complete a randomized selection if the program receives a surplus of applicants.
