LADOT Presents The 2021 Annual Report
LADOT is excited to announce the release of our 2021 Annual Report. We are proud of the accomplishments that we made over the course of last year as we continued to navigate the effects of a global pandemic. At every stage and in every project, we made efforts to ensure the delivery of safe and equitable transportation that is dignified and accessibl to all. This publication gives a detailed outline of the many projects and goals that LADOT was able to accomplish over the course of 2021 based on the pillars of our three-year strategic plan.
Some stand-out accomplishments highlighted in this year's report include:
- The establishment of Universal Basic Mobility as an organizing principle to guide operations across the department and the planning of projects debuting in the UBM pilot.
- The publication of “Changing Lanes: A Gender Equity Transportation Study”, educates the department on how our transportation policies might better serve women and what steps are needed to achieve equitable outcomes.
- Improvements made along Adams Blvd with traffic safety and accessibility elements as part of the Adams Blvd Safety Project.
- The completion of the Main St. Complete Streets project to improve the overall experience of traveling through the neighborhood.
- Parking upgrades to the Abbot Kinney Shopping District to promote economic activity and reduce the impacts on residents in the area.
- The introduction and approval of new rules and regulations regarding the permitting and operation of taxis in Los Angeles.
- Improved bus services with the expansion of current DASH lines, the launch of new lines, and the introduction of new bus-only lanes.

Women's History Month LADOT Spotlight: Tess Chen
Women’s History Month is all about celebrating, acknowledging, and appreciating the work that women contribute to this world. In honor of this month, we want to spotlight Tess Chen and the work she does to help keep Moving LA Forward. Tess joined LADOT initially as a volunteer in 2019 and has since proven her ability to not only learn quickly but to train her coworkers as well. Tess has produced project delivery tools for the Complete Streets Implementation Division that have been adopted department-wide as a succession tool to ensure projects will continue to be delivered despite ongoing SIP retirements. Tess has also developed tools to streamline project budgeting exercises to ensure budgets and appropriations are closely monitored. Because of her extraordinary efforts and accomplishments, Tess was recognized as an Outstanding Performer for LADOT in 2021. You can read about all the LADOT Outstanding performers for 2021 in our Annual Report.
