Today, LADOT released our new Strategic Plan for 2021 - 2023! Like the Strategic Plan that preceded it, this document will guide our department's goals and operations for the next three years. Unlike that plan (and the one before that), this one came together during a time of profound disruption.
We thank the 82 members of our Strategic Plan Working Group, the 17 members of our Racial Equity Core Team, and nearly 300 other staff who provided input on plan development, especially in the midst of everything else we have asked our essential workers and staff to do.
Since the launch of its 2018-2020 Strategic Plan, LADOT accomplished 82 percent of the goals and actions by the end of 2020. For most of 2020, we focused on pandemic-related response programs that provided a critical lifeline to Angelenos. While this constrained our priorities outlined in the 2018-2020 Strategic Plan, we are proud of our measurable, meaningful impact on advancing our priorities.
Among the most notable accomplishments of the last three years, we completed more than 100 miles of bicycle lane improvements, installed 4,000 Vision Zero improvements in high priority locations, increased programs to support LADOT staff more than ever before, and invested in the largest purchase of zero-emission electric buses in the history of the United States. And our essential workers -- especially our Traffic Officers and Special Traffic Operations -- have shown their critical role to keep this city running whether during a celebration or a crisis.
As we enter the next three years under new circumstances, we took great care to keep this plan clear and focused. The result is 76 actions organized by five pillars -- or chapters -- to accomplish by the end of 2023. We aligned each and every action in this plan with LADOT’s vision and mission, and ensured they help us address the crises of our time. Of most significance, this Strategic Plan heightens our focus on racial equity and devotes an entire pillar of goals and actions to achieve a more fair and just transportation system. In doing so, we atone for the harms we’ve caused -- intentional and unintentional -- and work towards undoing the legacy of discrimination that characterized much of transportation policy throughout history.
