Mobility Plan Implementation
In March 2024, Los Angeles City voters approved the Healthy Streets LA (HLA) ballot measure. The ballot measure mandates that the City install the City’s Mobility Plan 2035 Enhanced Mobility Networks, when implementing qualifying street improvements. In addition, it requires that the City provide publicly accessible information regarding these street improvements on an online portal for transparency.
The Mobility Plan 2035 Implementation Dashboard is a new tool that displays where the City is planning mobility improvements on our streets in accordance with the City’s adopted transportation element of the General Plan, the Mobility Plan 2035. These projects will improve connectivity and infrastructure for people walking, biking, taking public transit, and driving.
How to use this portal
- Access the portal: Mobility Plan 2035 Dashboard
- Search for a project: Using the sidebar on the left side of the screen, search for a project by name, agency, Mobility plan networks and network tiers, or by council district
- Find project information: Using the information cards on the right side of the screen, access information such as project name, agency, networks, project exemption information (if relevant), and a link to a certification form with more information about each project.
- Key Performance Indicators (KPIs): Can be found above the information cards in the top right of the page. These KPIs reflect the total projects within this project dashboard, the relevant intersecting Mobility Plan segments, and corresponding Mobility plan Network lengths [To be added]. Note that these KPIs, like the information cards, are dynamic and will change as filters are applied.
- Sign up for notifications: Using the button on the bottom left hand corner of the page, click ‘subscribe’ and enter your information into the form to sign up to hear about which projects are uploaded to the Mobility Plan 2035 Implementation dashboard.
- File an appeal: If a member of the public wishes to appeal the presented project information, they may do so by clicking the ‘appeal’ button in the bottom left hand corner of the Portal and following the instructions on the form. Any individual residing within the City of Los Angeles can file an appeal of the City determinations associated with a Mobility Plan Project no later than 30 calendar days following the posting of the Project on the Mobility Plan Dashboard. LAMC Section 85.12 establishes the appeal procedures for Mobility Plan Project determinations.
